Charles Wemhoff, 57, of Norfolk, was arrested for 3rd degree assault and Obstructing a Police Officer. Wemhoff was housed in the Norfolk City Jail.

According to the Norfolk Police Department around 8:30 pm on January 9, 2013 Norfolk Police Officers were called to the Phoenix Room bar located at 2608 Norfolk Avenue for a possible physical disturbance.

When one of the officers arrived, the officer located a male subject in the parking lot. He started yelling profanities at this officer.

As the second officer arrived, the male subject turned and walked toward him, clinching his fist and swearing at the officer.

As the subject reached the officer, he continued to physically challenge the officer and started swinging his fists in front of him.
